Section 1

Membership

 

A. A regular member of this organization is an active foreign language educator at the elementary, middle/junior high school, high school, junior college or university level from the following Northeast Florida counties:  Baker, Clay, Duval, Flagler, Nassau, Putnam, and St. Johns.

 

B.  An associate member is any other person invited by the Board to join or remain in the organization for the furtherance of its purpose.

 

C.  The dues for regular members shall be recommended by the Board and approved by the membership.  Membership dues shall be paid annually according to the school calendar. 

 

D. The Board has the right to remove any member from the organization if their ethical and professional conduct does not align with the mission of the organization. 


 

Section 2

Executive Board

 

A.  The Executive Board shall consist of all the officers of the organization.

 

B.  The Executive Board shall have the power to transact business for the Foreign Language Educators of Northeast Florida.

 

C. The Executive Board will have control over the social media of the organization.


 

Section 3

Officers of the Executive Board

 

A.  The elected officers shall be the Executive Director, President, President-Elect, Recording Secretary, and Immediate Past-President.

 

B.  The election of officers takes place during the spring meeting every two years.  Candidates may be nominated or may be self-nominated.  

 

C.  The term of office for elected Board members shall be two (2) years.   

 

D.  These officers may be reappointed for additional terms. 

 

E.  Newly elected and/or appointed officers shall begin their term at the end of the summer conference. 

 

F.  The Board shall have the power of appointment in the event of the vacancy of any Board position.  

 

Section 4

Board Liaisons

 

A.  There shall be a County Liaison for each of the counties that FLENEF serves.  In addition, there should be an Independent School Liaison and a Post-Secondary Liaison. 

 

B.  The Liaisons shall be appointed by the President-Elect with the approval of the Board.

 

C.  The term of office for Board liaisons shall be two (2) years. Liaisons may be reappointed for additional terms.

 

D.  The appointment of liaisons shall take place during the spring meeting every two years.   

 

E.  Newly appointed liaisons shall begin their term at the end of the summer conference. 


 

Section 5

Duties of Officers and Liaisons

 

A.  The duties of the officers include but are not limited to:

 

  1. President

    • Plan, organize, and preside over general membership meetings and Board meetings.

    • Serve as the Chairman of the Board

    • Represent the organization at the annual FFLA Conference

    • Serve as the Co-Chairman of the Summer Conference

    • Serve as the Co-Chairman of the World Language Festival

    • Serve as the Professional Development Coordinator

    • Serve as the Immediate Past-President for the two years following his/her presidency

 

  1. Executive Director

    • Prepare an annual budget

    • Prepare an annual end-of-year report 

    • Disperse and receive money according to the annual budget, at the request of the Board or by a request of the majority vote of the membership

  • Maintain membership records 

  • Maintain records of all meetings and functions of the organization

  • Remember and/or recognize members at special times (i.e., weddings, births, retirements, etc.) 

  • Coordinate teacher appreciation and recognition gifts

  • Send our correspondence on behalf of the Board

  • Serve as the Fundraising Coordinator

  • Serve on the Summer Conference and World Language Festival Committees

 

  1. President-Elect

    • Shadow and assist the current President 

    • Serve as the Co-Chairman of the Summer Conference

    • Serve on the World Language Festival Committee

    • Solicit volunteers to serve as Board liaisons and coordinate the spring election of officers prior to beginning his/her term

 

  1. Immediate Past-President

    • Serve as consultant to the current President and Board

    • Serve as the Chairman of the Grant Committee

    • Serve as the Chairman of the Scholarship Committee

    • Coordinate advocacy efforts on behalf of the organization

 

  1. Recording Secretary

  • Record minutes of all Board meetings and general membership meetings 


 

B.  The duties of the liaisons include but are not limited to:

  • Communicate with and distribute information to current members in their county or area

  • Provide the Board with up-to-date contact information for all educators in their county or area

  • Identify and recruit new members 

 

Section 6

Changes in the Bylaws

 

These Bylaws may be changed by the Board at any time with the majority of votes.
